Stimaţi prieteni,

Am deosebita onoare să vă salut cordial şi, din numele Serviciului Grăniceri, să aduc sincere mulţumiri partenerilor europeni în calitate de donatori şi, în mod special, Reprezentanţei Înaltului Comisariat al Naţiunilor Unite pentru Refugiaţi (UNHCR ) în calitate de responsabili pentru implementarea Proiectului Regional de Susţinerea Protecţiei în Republica Belarus, Republica Moldova şi Ucraina.

Îmi exprim mulţumirea pentru buna cooperare între partenerii de implementare – instituţii guvernamentale şi nonguvernamentale – implicaţi în procesul de implementare proiectului, dar şi în domeniul asigurării drepturilor omului.

Realizarea acestui proiect a dat posibilitatea colaboratorilor Serviciului Grăniceri să cunoască mai multe detalii, informaţii din domeniul migraţiei şi în special din domeniul azilului; propriu-zis, solicitarea azilului în statele gazdă, de către persoanele refugiate din regiunile vulnerabile; iar datorită activităţilor privind consolidarea capacităţilor instituţionale, personalul şi-a îmbunătăţit cunoştinţele privind principiile asistare şi protecţie a solicitanţilor de azil şi migranţilor.

Astăzi, din nou asistăm la un eveniment important în cadrul Programului Regional de Protecţie a refugiaţilor în Belarus, Moldova, Ukraina - ceremonia de dare în folosinţă a camerelor de întreţinere temporară a solicitanţilor de azil la frontieră şi de transmitere a unui lot de echipament foto/video pentru sporirea capacităţilor Serviciului Grăniceri al Republicii Moldova.

Astfel, graţie acestui Program, în cadrul Aeroportului Internaţional Chişinău, a punctelor de trecere a frontierei de stat „Leuşeni” şi „Palanca”, precum şi în cadrul pichetelor de grăniceri „Criva”, „Sculeni” şi „Giurgiuleşti”, au fost create condiţii adecvate pentru întreţinerea, conform legislaţiei Republicii Moldova, timp de pînă la 24 ore, a solicitanţilor de azil, care solicită protecţia Republicii Moldova la frontiera de stat.

Echipamentul donat azi va fi folosit de către personalul Serviciului Grăniceri, dislocat în punctele internaţional de trecere a frontierei de stat, şi va facilita esenţial îndeplinirea atribuţiilor de serviciu ce ţin de solicitările de azil depuse la frontieră, în corespundere cu cadrul naţional legal din domeniul azilului şi principiile internaţionale de protecţie a drepturilor omului.

Crearea condiţiilor optime de recepţie a solicitanţilor de azil la frontieră, precum şi procurarea şi transmiterea de către Înaltul Comisariat al Naţiunilor Unite pentru Refugiaţi a echipamentului, reprezintă o confirmare în plus a bunelor relaţii cu partenerii europeni, care au avut şi au în continuare o contribuţie deosebit de importantă în vederea consolidării capacităţilor instituţionale a Serviciului Grăniceri şi ajustarea activităţii noastre în vederea realizării competenţelor fncţionale în conformitate cu standardele UE. Totodată, implementarea acestor activităţi de proiect favorizează promovarea unui climat de securitate şi cooperare în regiune şi va contribui la asigurarea faptului că solicitanţii de azil şi refugiaţii vor beneficia de protecţie şi asistenţă în conformitate cu standardele internaţionale, în procesul gestionării fluxurilor migraţionale.

Realizările obţinute în comun în cadrul acestui proiect de către Serviciul Grăniceri, UNHCR şi alte autorităţi guvernamentale se încadrează perfect şi se vor reflecta pozitiv în vederea liberalizării regimului de vize cu Uniunea Europeană. Mai mult ca atît, dispunerea de aceste noi capacităţi va acorda posibilitatea Serviciului Grăniceri de a implementa prevederile Strategiei Frontex privind drepturile fundamnetale care, în opinia noastră, este parte intergrantă a managementului frontalier eficient. Noi am demonstrat şi vom demonstra în continuare disponibilitatea şi abilitatea de a ne conforma angajamentelor noastre şi de a coopera în interesul mutual moldo-comunitar, iar consolidarea cooperării şi depunerea eforturilor conjugate în acest domeniu va constitui o necesitate fundamentală în cadrul nostru relaţionar.

În acest context, reiterez gratitudinea şi înalta apreciere pentru asistenţa acordată Serviciului Grăniceri şi în acelaşi timp doresc să-mi exprim ferma convingere că, prin suportul Dumneavoastră continuu, vom avea o colaborare avantajoasă, pentru că anume prin aceste eforturi bilaterlae se pot realiza obiectivele comune şi obţine rezultate eficiente.

THANKS TO THE SUPPORT OF THE INTERNATIONAL INSTITUTIONS THE BORDER GUARD SERVICE OF REPUBLIC OF MOLDOVA WILL ACTIVATE BETTER.

The ceremony of putting into use of the rooms of temporal maintenance for the asylum seekers at the border and of the transmission of photo/video equipment to improve the capacity of the Border Guard Service of Republic of Moldova in the Regional Program of Protection of the Refugee in Belarus, Moldova and Ukraine

On November 28, 2011, within the border crossing point Leuseni, in the presence of Mr. Peter Kessler, Representative of the United Nations High Commissioner for Refugees in Moldova (UNHCR) and of Mr. Roman Revenco, General Director of the Border Guard Service, took place the official ceremony of giving into use of the rooms of temporal maintenance for asylum seekers, restored and furnished in six locations of the state border.

This activity was implemented in the Regional Program of Protection of the Refugee in Belarus, Moldova and Ukraine, funded by the European Union and implemented by UNHCR, and the total value of the investment exceeds 500 000 MDL.

Thus, at the International Airport Chisinau, border crossing points “Leuseni” and “Palanca”, and also at the border pickets “Criva”, “Sculeni” and “Giurgiulesti”, were created optimal conditions to maintain up to 24 hours, in conformity with the national legislation  in the asylum field, of the asylum seekers which require protection from the Republic of Moldova at the state border and which are taken by the representative of the Bureau of Migration and Asylum of Ministry of Internal Affairs for substantive examination 

At the same ceremony were transmitted a set of photo/video equipment with a total value of 150 000 MDL. This equipment will be used by the staff of the Border Guard Service in the process of exercising the duties related to the asylum seekers applications filed at the border, in strict accordance with the national legislation in the asylum field and international principles of human rights protection. Creating adequate reception conditions for asylum seekers at the border, and the purchasing and transmitting the equipment takes place within the Regional Program of Protection of the Refugee (RPP) which includes activities in Belarus, Moldova and Ukraine. The project was launched on 1^st April, 2009, and the first phase will be finished at the end of the 2011 year, with a budget for Moldova of 400 000 EURO.

The main objective of the project is to help ensure the fact that asylum seekers and refugees beneficiate of protection and assistance in conformity with the international standards. In the process of management of the complex migration flows. The project seeks to ensure that those three countries allow the access of all persons requiring international protection, and the procedure of determining the refugee status it is correct and efficient. In the project, UNHCR offers assistance to the authorities that activate in the field of border management, migration and asylum in order to facilitate the cooperation and improving the transfer procedure of the asylum application s and asylum seekers by the authority responsible of determining the refugee status. Are also implemented a number of activities to strengthen authorities and social society capacity, including a training strategy, which covers the necessity to improve the knowledge on the principles of protection, migration and asylum.

This project is guided by the 1951 UN Convention on the Refugee Status and the 1967 Protocol joined by Belarus and Moldova in 2001, followed by Ukraine in 2002.

DATORITĂ SPRIJINULUI INSTITUŢIILOR INTERNAŢIONALE SERVICIUL GRĂNICERI VA ACTIVA MAI BINE

Ceremonia de dare în folosinţă a camerelor de întreţinere temporară a solicitanţilor de azil la frontieră şi de transmitere a unui lot de echipament foto/video pentru sporirea capacităţilor Serviciului Grăniceri al Republicii Moldova în cadrul  Programului Regional de Protecţie a refugiaţilor în Belarus, Moldova şi Ucraina.

Pe data de 28 noiembrie 2011, în incinta punctului de trecere a frontierei de stat Leuşeni, în prezenţa dlui Peter Kessler, Reprezentant al Înaltului Comisariat al Naţiunilor Unite pentru Refugiaţi (UNHCR) în Republica Moldova şi a dlui Roman Revenco, Director General al Serviciului Grăniceri, a avut loc ceremonia oficială de dare în folosinţă a camerelor de întreţinere temporară a solicitanţilor de azil reconstruite şi mobilate în şase locaţii la frontiera de stat. 

Această activitate a fost implementată în cadrul Programului Regional de Protecţie a refugiaţilor în Belarus, Moldova şi Ucraina, finanţat de Uniunea Europeană şi implementat de UNHCR, iar valoarea totală a investiţiei depăşeşte 500 000 MDL. Astfel, la Aeroportul Internaţional Chişinău, punctele de trecere a frontierei de stat “Leuşeni” şi “Palanca”, precum şi la  pichetele de grăniceri “Criva”, “Sculeni” şi “Giurgiuleşti”, au fost create condiţii optime pentru întreţinerea, pînă la 24 de ore, în conformitate cu legislaţia naţională din domeniul azilului, a solicitanţilor de azil care solicită protecţia Republicii Moldova la frontiera de stat şi care sunt preluaţi de către reprezentanţii Biroului Migraţie şi Azil din cadrul Ministerului Afacerilor Interne pentru examinarea în fond.

În cadrul aceleiaşi ceremonii au fost transmis un lot de echipament foto/video în valoare totală de 150 000 MDL. Acest echipament va fi folosit de către personalul Serviciului Grăniceri în procesul de exercitare a atribuţiilor de serviciu ce ţin de solicitările de azil depuse la frontieră, în strictă conformitate cu legislaţia naţională din domeniul azilului şi principiile internaţionale de protecţie a drepturilor omului. 

Crearea condiţiilor adecvate de recepţie a solicitanţilor de azil la frontieră, precum şi procurarea şi transmiterea echipamentului are loc în cadrul Programului Regional de Protecţie a refugiaţilor (RPP)” ce include activităţi în Belarus, Moldova şi Ucraina. Proiectul a fost lansat pe 1 aprilie 2009  iar prima fază a acestuia se va finisa la finele anului 2011, cu un buget pentru Moldova de 400 000 EUR.

Obiectivul principal al proiectului este de a contribui la asigurarea faptului că solicitanţii de azil şi refugiaţii beneficiază de protecţie şi asistenţă în conformitate cu standardele internaţionale, în procesul gestionării fluxurilor migraţionale complexe. 

Proiectul tinde să asigure că cele trei ţări permit accesul tuturor persoanelor ce necesită protecţie internaţională, iar procedura de determinare a statutului de refugiat este corectă şi eficientă. 

În cadrul proiectului, UNHCR oferă asistenţă autorităţilor ce activează în domeniul gestionării frontierei, migraţiei şi azilului cu scopul facilitării cooperării şi îmbunătăţirii procedurii de transfer a cererilor de azil şi a solicitanţilor de azil către autoritatea centrală responsabilă de determinarea statutului de refugiat. Sunt implementate de asemenea un număr de activităţi pentru consolidarea capacităţilor autorităţilor guvernamentale şi a societăţii civile, inclusiv o strategie de instruire, ce acoperă necesitatea de îmbunătăţire a cunoştinţelor privind principiile de protecţie, migraţie şi azil. 

Acest proiect este ghidat de Convenţia ONU din 1951 cu privire la Statutul Refugiaţilor şi Protocolul din 1967 la care Republica Belarus şi Republica Moldova au aderat în 2001, urmată de Ucraina în 2002.

Moldova emite unicul timbru poştal în lume pentru a sărbători aniversarea 60-a a UNHCR

CHISINAU, Republica Moldova, 25 noiembrie 25 (UNHCR) – Agenţia ONU pentru refugiaţi (UNHCR) şi serviciul poştal al Moldovei, Poşta Moldovei au lansat astăzi un timbru comemorativ, marcînd astfel aniversarea 60-a a UNHCR, agenţia ONU ce ajută persoanele care sunt forţate să fugă de persecuţie.

Moldova este unica ţară care sărbătoreşte aniversarea UNHCR prin emiterea unui timbru poştal, un pas, care se presupune că va crea mare agitaţie în rîndul filateliştilor din toată lumea.

“Convenţia pentru refugiaţi a fost adoptată în 1951 pentru a ajuta 2.1 milioane de europeni strămutaţi în urma celui de-al Doilea Război Mondial, iar în present în jur de 44 milioane de persoane sunt strămutate în toată lumea, un număr aproape echivalent cu toată populaţia Ucrainei,”  a spus Peter Kessler, Reprezentantul UNHCR în Moldova. “În present, activitatea UNHCR se extinde în mai mult de 125 de ţări şi cuprinde persoanele nevoite să fugă pentu a-şi salva viaţa şi a trece frontierele, dar şi pe cei care sunt strămutaţi pe teritoriul aceleiaşi ţări.”

În Moldova, Agenţia ONU pentru refugiaţi lucrează cu guvernul pentru a soluţiona problemele celor mai mult de 2,200 de persoane, în deosebi persoane apatride, dar de asemenea şi cîteva sute de solicitanţi de azil şi refugiaţi din ţările CSI, cît şi din Africa şi Asia.

“Suntem bucuroşi să sărbătorim aniversarea 60-a a UNHCR cu susţinerea Poştei Moldovei şi a Ministerului Tehnologiei Informaţionale şi Comunicaţiilor şi suntem foarte bucuroşi că datorită acestui timbru, mai multe persoane în Moldova şi în întreaga lume vor cunoaşte despre soarta refugiaţilor,” a declarat Kessler. 

Împreună cu recomandările şi cu susţinerea UNHCR, anul acesta Moldova a pregătit legislaţia privind determinarea statutului de apatrid şi privind integrarea refugiaţilor. Legile privind aderarea la Convenţia din 1954 privind statutul persoanelor apatride şi Convenţia din 1961 privind reducerea apatridiei sunt actualmente examinate de către Parlament.    

Aceste două acorduri privind apatridia reprezintă instrumentele juridice de bază în domeniul protecţiei persoanelor apatride şi în prevenirea şi reducerea apatridiei. Aceste măsuri legislative constituie o parte importantă a Planului de Acţiuni a Moldovei privind regimul de liberalizare a vizelor cu UE, împreună cu producerea documentelor de călătorie, care sunt aşteptate de mai mult timp, cunoscute de asemenea ca paşapoarte pentru refugiaţi.

De la începutul activităţii sale în ţară, UNHCR a cheltuit în jur de 20 milioane dolari SUA pentru a ajuta guvernul să aibă grijă de refugiaţi şi să constituie legile şi procedurile necesare.

“Moldova a întreprins un număr de paşi importanţi în ultimii ani şi este printre cele mai bune exemple privind legislaţia în regiune, care include de asemenea şi protecţia voluntară,” a spus Kessler.

Agenţia ONU pentru refugiaţi în present renovează două clădiri în apropiere de Chişinău pentru a oferi apartamente refugiaţilor, în caddrul proiectului de integrare a arefugiaţilor finanţat de UE, oferă cursuri de însuşire a limbii, cît şi alte genuri de asistenţă pentru refugiaţi. UNHCR oferă instruire pentru serviciul grăniceri şi colaboratorii MAI pentru a asigura implementarea corectă a convenţiei din 1951 privind statutul refugiaţilor. Proiectul Regional de susţinere a Protecţiei oferă instruire privind legislaţia în domeniul refugiaţilor pentru judecători şi asistenţă pentru Direcţia Refugiaţi în cadrul Biroului Migraţie şi Azil al Ministerului Afacerilor Interne.

UNHCR pledează ca Guvermului Republicii Moldova să semneze Acordului European de Abolire a Vizelor pentru Refugiaţi. Împreună cu producerea documentelor de călătorie biometrice pentru refugiaţi, beneficiari de protecţie umanitară şi apatrizi, acordul, care care a fost semnat de aproape toate statele membre ale UE, va facilita călătoria liberă a refugiaţilor documentaţi.

Moldova issues world’s only postage stamp to mark UNHCR’s 60th anniversary

CHISINAU, Republic of Moldova, November 25 (UNHCR) - The UN refugee agency (UNHCR) and the Moldovan postal service Posta Moldovei today launched a commemorative stamp marking UNHCR’s 60th anniversary helping people forced to flee persecution.

Moldova is the only country to commemorate UNHCR's anniversary year with a special postage stamp, a step likely to create much excitement amongst philatelists around the world.

“The Refugee Convention was adopted in 1951 to help 2.1 million Europeans uprooted by World War Two, today nearly 44 million people are displaced worldwide, equivalent to almost the entire population of Ukraine,” said Peter Kessler, UNHCR Representative to Moldova. “UNHCR’s work now  extends to more than 125 countries and encompasses people forced to flee across borders as well as those in flight within their own countries.”

In Moldova the UN refugee agency is working with the government to address the needs of more than 2,200 persons, mainly stateless persons but also several hundred asylum seekers and refugees from CIS countries as well as Africa and Asia.

“We are very pleased to commemorate UNHCR’s 60th anniversary with the support of Posta Moldovei and the Ministry of Information Technology and we are very happy that thanks to this stamp, more Moldovans and also people worldwide will become aware of the plight of refugees,” Kessler declared. 

With UNHCR’s advice and support, Moldova this year prepared legislation on statelessness determination and the integration of foreigners. Laws on accession to the 1954 Convention Relating to the Status of Stateless Persons and the 1961 Convention on the Reduction of Statelessness are currently being examined by Parliament.

The two statelessness agreements are key legal instruments in the protection of stateless people and in the prevention and reduction of statelessness. Together with producing the long-delayed Convention Travel Documents, known as refugee passports, the legislative measures form an important part of Moldova’s Visa Liberalisation Action Plan with the EU.

Since commencing work in Moldova in 1997, UNHCR has spent nearly $20 million to help the government care for refugees and establish necessary laws and procedures.

“Moldova has made a number of important steps in recent years and has amongst the best examples of asylum legislation in the region, which also provides for complementary protection,” Kessler said.

The UN refugee agency is currently renovating two buildings near Chisinau to provide apartments for refugees under the EU-supported Local Integration project, which also ensures language training in Romanian and other direct support to refugees. UNHCR is training Border Guards and police to ensure proper application of the 1951 Refugee Convention. The EU-supported Regional Protection Programme includes workshops on refugee law for the judiciary and assistance to the Refugee Directorate of the Bureau for Migration and Asylum of the Ministry of Internal Affairs.

UNHCR is advocating for the Government of Moldova to sign the European Agreement on the Abolition of Visas for Refugees. Together with the production of biometric Convention Travel Documents for refugees, beneficiaries of humanitarian protection and stateless persons, the agreement, which has been signed by nearly every EU member-state, will help ensure documented refugees can move more freely.

Information means Protection

Every year, United Nations High Commissioner for Refugee (UNHCR) in Republic of Moldova organizes informative trainings on healthy lifestyle. This year wasn’t an exception – on 23 November, in the Summit conference center, took place the training themed Informative sessions on health, it was attended by refugees and representatives of the partners NGOs.

The moderators of the session were Ludmila Schiopu, psychologist, national trainer on reproductive health and Ludmila Chitic, obstetrics and gynecology professor, national trainer on reproductive health.   

 The audience was intrigued by the diversity of the proposed theme, being involved in various activities and discussions related to reproductive health, maternity, HIV/AIDS, sexually transmitted diseases, interpersonal relations and gender roles, gender equality, etc.

Moderators have provided information’s on prevention and treatment of various diseases and illness, and participants learned the answer to many questions and daily problems, showing interest in activities in which they were involved.

Participants had the opportunity to inform about the HIV/AIDS problem from a guest who confessed that he is a carrier of HIV/AIDS. He told details of his life and how it is possible to live carrying this virus. The guest sayings have touched the participants, eventually they accepted that persons carrying HIV/AIDS still remain people and our friends.

In one of the breaks, Peter Kessler, UNHCR representative in Moldova, shared his rich experience during its mission in Africa, so that participants found out some unusual things from the life of a diplomat, which relaxed the atmosphere and brought smiles on the refugees’ faces. Kessler received a letter of thanks from the refugees and an icon made by one of the refugees.

Mrs. Satibaldieva, refugee from Kirgizstan, told us that she was very delighted with the discussed themes and in generally with the session. Being mother of seven children, for her the information gathered during the sessions will be very useful in the future.  I will go home and I will share with my children and nephews, about the things leaned today. Because it is very important that everyone would be informed – said Saribaldieva.  

The same thing said Mr. Arslan Hamraev, refugee from Turkmenistan which also remained satisfied, because he and his colleagues obtained the answer to many questions thanked to this meeting. The training took place throughout the day, and the participants from the most remote locations of Moldova had a wonderful opportunity to communicate with and to see each other again.
