The Refugee Law textbook was launched at the Academy of the Ministry of Internal Affairs

On 1st December, in the Academy of the Ministry of Internal Affairs (MIA), was launched the textbook “Refugee Law”, author Roman Starasciuc, superior lecturer, Department of Public Law, edited with the support of the UN High Commissioner for Refugees Representative (UNCHR) in Moldova.   

In his speech, among others, Mr. Peter Kessler, Representative of UNHCR in Moldova, said that the cooperation between Police Academy of MIA, National Guard College and UNHCR, promoted with the support of the Regional Protection Program, funded by EU, resulted in training dozens of young people on the basics of refugee law, in efficient application of responsibilities related to the protection of persons seeking asylum. 

Mr. Iurie Odagiu, prime-rector for education, thanked for the support enjoyed by the Academy from UNHCR and highlighted the importance of maintaining these relations even more if the result is a won for students, and for future specialists of governmental structures in the person of current Academy cadets.    

The event was attended by Mr. Alexei Barbăneagră, Director of the Advocates Law Center, university professor, who, as professor of the Refugee Law course taught at the State University and at the Free International University – Law faculties – highlighted the fact that the current generation of students are very interested in learning public international law which has a growing application every day.   


Mr. Roman Starasciuc, the author of the Refugee Law course note, which includes eleven chapters, talked about the fact that in this paper is being discussed the issues of the refugees’ rights from a unique and original perspective, because the international community strive constantly to resolve and improve the refugees problems. The course will improve the knowledge process, the implementation and application of the rules, this fact will have a positive influence on protecting the rights of this category of persons. 

Should be mentioned the fact that the textbook will be useful for the students studying the issue of legal protection of rights of certain categories of persons and in particular of the refugees rights, but also for the MIA collaborators, which under their duties, offer assistance to persons which seek for asylum in the Republic of Moldova.
